Sometimes I look back upon a highlight I've made and think to myself, "wait, I have a really interesting thought about this and want to add it to this highlight." Currently, the look and feel of highlights is not significantly different to that of annotations with quotes.

Oh, yes. I had the same thoughts a few days ago, but more in the sense of completely merging the "highlight" into an "annotation". The annotation lexicon already allows for a "highlighting" motivation, and has all the features of an highlight besides adding a color.
The specification (https://www.w3.org/TR/annotation-model/#styles) seems to allow for some styling via CSS, but I'm not sure adding arbitrary CSS is the best or easiest idea.
Either way, I wonder if it'd be worth it just adding the color feature to an annotation's quote and just have a single type.
