don't sanitize file path uri. #103

• from repo tree/blob pages
• from diff view's file range fragment (#path%2fto%2ffile.txt-O24)

not sanitized path in repo page would only be possible when we have appview side git cache because we need to strip off the optional first.

path on fragment should be easy one to fix.
