Registration problems if first attempt not completed #176

If the first attempt at registering with a given email is not completed, subsequent attempts will display "Failed to complete sign up. Try again later" but send a new confirmation code anyways. If the user manually navigates to https://tangled.org/signup/complete registration can be completed manually, but only with the original code sent to the email address.
