idresolver: resolve unverified domains-handles that point to valid did #252

Official bluesky app can resolve domain-handle that are unverified but have a valid _atproto record. For example, you can open https://bsky.app/profile/olex.pp.ua and https://bsky.app/profile/olexsmir.xyz, and both will show the same profile.

This PR replicates this functionality.
