Add structured XRPC errors and retry policy #6

From atmos/xrpc: zat's XRPC layer would benefit from typed error responses carrying HTTP status, ATProto error name/message, and rate-limit headers. Add a conservative retry policy for transient failures and 429/5xx responses, with cancellation-aware sleep through std.Io. Keep low-level transport behavior available for callers that want no retries.
