Add durable streaming cursor and batching helpers #7

From atmos/streaming: production firehose/Jetstream consumers need cursor persistence and batching. Add optional cursor store interfaces/helpers, periodic saves, batch size/timeout support, and reconnect callbacks without changing the existing simple handler API.
