From atmos/sync: add a higher-level sync client over XRPC for com.atproto.sync endpoints: listRepos pagination, getLatestCommit, getRepo/getRepoStream, and record iteration over a CAR/MST. Include stalled or excessively slow transfer protection where practical for large repo downloads.
