From atmos/plc: zat can resolve did:plc but does not expose helpers to build, sign, verify, CID, and submit PLC operations. Add creation/update/tombstone operation types using existing crypto, multibase/multicodec, and DAG-CBOR support; keep network submission as a small optional client layer.
