fix: remove unverified competitive risk section from UCLA arts paper

The claim about East Asian universities investing heavily in creative computing tools was speculative — needs proper research before inclusion. Removed the section; the governance crisis section stands on its own. May become a separate comparative study later.

Universities in East Asia---particularly in South Korea, Japan, Taiwan, and mainland China---are investing in media arts programs, creative technology departments, and open-source tool development with direct institutional support.
