Made declaration of ReleephRequestDifferentialCreateController::willProcessRequest() consistent with AphrontController::willProcessRequest(array $uri_data)

Summary:
When submitting a diff I noticed that the unit test `testEverythingImplemented` threw an error that did not fail a test.
