Summary:
Remove references to IE8 and IE9. Internet Explorer 9 reached its end of life on January 14, 2020.

Also update two URIs while we are in this file.

Test Plan: Run `./bin/diviner generate`; surf http://phorge.localhost/book/phorge/article/notifications/
