fix: bump zlay memory limit to 8Gi, relax probes
1486 concurrent PDS subscribers + WebSocket connections uses ~1.8Gi
at steady state. 2Gi limit was causing OOMKilled crash loops.
Also relax liveness probes — connecting to all hosts takes time.
